I need to apply for surrender certificate for my parents. As per Travisa application requirements they want a proof of address with the address exactly matching to valid id (driver license or state id) or some utility bills. My parents have their state ID but the address on state ID is changed with the new address in the same state (they moved to a new a address in the same state since state ID was issued few years ago). They don't have any utility bills having their name on it. Will Travisa allow to process and send surrender certificate to the new address in the same state?
