Im confused on which I-864 to fill out

I have been contacted my the NVC to send in the affidavit of support. My stepdaughters are five and 10 years old. My question is do i fill out the I-864W? I am a U.S. citizen. Im confused on what the NVC considers a "parent."

unless you legally adopt the step children you have to file i-864. if you adopted them then i-864w would be used since the minor children would become citizens at POE after being admitted as LPR.
