If job requires to move from state to state every year?

Hello all,
I was just wondering if there is anyone who knows what state you need to file your labor certification from, if your job requires you to move from state to state but your employer and the head office/finance office remains the same . I am into construction and my job requires me to move from state to state almost every year. Could someone please assist me what state should i be filing from as far as my labor certification is concerned. All answers would be truly appreciated. thanks for reading.

You have to file where the company's HQ is and have to mention on the form and also in the advertisement, that the job should be done at various locations throughout the US.
