If I am already in India due to expiry of J1, what to do for j1 waiver

Hi,
I relocated back in India 6 months back. As if now, I am not able find a decent job, nor my kids (US born) are able to adjust. I am getting a J1 waiver job in rural area. The hospital management is providing the services of their attorney (they say, professional in waiver field). I have seen, people spending months in getting waiver. I am wondering, what documents I will have to arrange from India for J1 waiver job from my side. Experiencing, the situation in india, I find myself totally incapable of handling officials and ministries. I am wondering, if its worth going for J1 waiver job at this time (17 months more left to satisfy 2 yr home country requirement). I am confused. Is it better to wait for another yr and go directly for H1.
