If F1 from Chennai, do I have to get H1B stamped from Chennai also?

My fiancee got her F1 from Chennai, she will be travelling to India and needs to get H1B stamped. Does she HAVE to go to chennai for H1B also? can she go to Delhi?

The consulate that she needs to go depends on her place of residence in India.

Check the consulate websites for more info
 
As max mentions, it is the current place of residence. Where it was earlier stamped is a non-issue.
