If a PR is infected with SARS overseas, will he be inadmissible?

I just watched ABC about SARS. It says in Thailand,
deportation is used to curb the spread. Don't know if BCIS
can also do this to PRs

Does that suggest the PR can enter this country with any diseases problem-free if his/her absence is under 6 months?
 
SARS, by defintion, is acute disease so that it can not
be comminicable for a long time. If a PR infected with SARS
is denied for admission, should the denial be
only temperory?
