iEAD possible with pending RFE on EAD?

Application for first EAD has been pending for 4 months (45 days since RFE was received by NSC). Is it possible to go for interim EAD from local USCIS office??

EAD ND 09/10/03 (VSC)
RFE (Photo ID) 11/13/03
Response recd by UCIS 11/24/03

I am also in similar situation.
Details:
EAD RD: 08/01/2003(EB3-Concurrent at NSC, and I140 approved on 10/20/2003)
RFE on EAD (color copies) received on 11/12/2003, replied to RFE and received by USCIS on 12/05/2003 (Case Status On Line).

I also badly need EAD for my new employment. Please let me know whether it is possible to get temporary EAD from local USCIS center.
