IEAD in Los Angeles - Please Help

I got the following message and I have not received anything from INS.

On September 30, 2004, we responded to your request for more information concerning your case. If you have not received our response within 30 days from this date, please call customer service at 1-800-375-5283.

1. How long will it take to receive the RFE from ins? Is this message sound like an RFE?

2. Can I go and get the Interim EAD card in los angeles office since mine is expiring? anyone with similiar experience?

Please help.
