IEAD at Philly- Please Help

Hi

My wife's EAD Renewal Receipt Date is Oct 15, 2003 (VSC)
The current EAD expires Jan 28. 2004. The online status still says it is taking between 60 and 90 days.....
The 90 days are over by Jan 15 2004

What is the Procedure to obtain an Interim EAD at Philadelphia, PA.

She also applied for Advance Parole and RD is Oct 21,2003 (VSC)
No approval for it either.
