I94 will no longer be valid for the automatic re-entry of persons from Canada or Mexi

I have gone through this forum quite a bit and it seems that I can enter US on I94 and doesnot need a visa to be stamped ... but I might be missing some thing, and if someone can u please clarfy ... from the following statment it seems that I94 wont allow me to reenter:

"Due to an April 1, 2002 change in regulations, applicants will only be able to re-enter the United States if they are found eligible for a new visa and actually have the visa stamped in their passport. I-94 forms (even if valid), accompanied by previous expired visas, will no longer be valid for the automatic re-entry of persons from Canada or Mexico if during their visit they applied for a new visa that has not, in fact, been issued."
 
What confirmation any one need. Rule is very clearly stated

"if during their visit they applied for a new visa that has not, in fact, been issued."

So if you dont apply for a new vias you are good
