Do people on AP (with EAD) and an expired H4 visa get a I94 when re entering the country ? If they do what validity date would the I94 have ?

Yes they do. The officer stamps on the I-94 saying that the candidate is a parloee and as applied for adjustment of status. The expiration date will be as per the AP
