I824 Receipt or Approval

Hi Guys,

I have heard from some people over this forum that some consulates need I-824 approval and some need I-824 Receipt notice to initiate follow to join. Can you guys share your experience in this regard.
Can someone knows a consulate that does not require I-824 approval share his experience.
