I765 approved, EAD issued but I140 still pending processing

I filed I765, I140 and I485 at the same time. It was received on Sept 27 2006 and my I765 was quickly approved on October 16th, and the EAD mailed and I received it.
However the I140 is still pending processing, and as far as I understand, it's the one that all the others depend on. Is it normal that the EAD is approved and issued before the I140 is processed?
 
The basis for I-765 (EAD) approval is merely the fact that your I-485 is pending, so yes - it's normal, as I-765 has nothing to do with I-140.
