I751 removal of conditional PR

For removal of conditions when the mariage was less than 2 years at AOS -
This is what I was told after my interview
" The Director of I/O can approve a petition without an interview , which is on a case by case basis .... This depends on many factors - such as documents provided ,number of pending applications etc "
That was vague from the I/O , but that should throw a ray of hope .
This memo from USCIS supports the I/O's statement !
Here is a quote from the memo by William R.Yates – Associate Director of Operations dated June 24,2005 – Re: Revised Interview Waived Criteria for form 1-751 ,Petition to remove the conditions of residence .
... " Pursuant to 8 CFR 216.4(b) (1) relating to the filing of joint petitions, if the service center director is satisfied that the marriage was not for the purpose of evading the immigration laws, the service center director may waive the interview and approve the petition .If not satisfied, then the service center director shall forward the petition to the district director having jurisdiction over the place of the alien's residence so that an interview may be conducted.
Likewise, under 8CFR 216.5(d), relating to the filing of waivers of the joint petition requirements, a service center director may transfer a case to the district office for interview....."

Most recent I751 appear to be approved without interview. But you really dont know for sure, b/c the interviews continue for both 'suspicious cases' as well as randomly selected cases.
