I485 Process by Receipt Date or Notice Date??

Can you please let me know, how I485's are processed, i.e by Receipt Date or by Notice Date.

B'cause I got a query for I140 and it was delayed by my Attorney and answered later. Then my I140 was Approved, but INS changed my notice date due to the delay and left receipt date as it is.
