Medical RFE
Medical RFE has absolutely nothing to do with fingerprinting or security name check. Normally, it comes along with employment, BC, and other verification docs (eg: diploma, H-1 copies, proof of living together if married, etc) but it's also possible they come one after the other. Fingerprint notice, however, is computer generated and valid for 15 months.
Name check is a tricky thing and I am not sure if there's anyway to find out if an application is put in a name check or not.

Probably his FBI checks (FP check, background checka and FBI name check) are passed and the file is with an officer. That's why he got RFE for medical. However, USCIS is has its own name check and I think that name check expires in every 35 days. It's unknown in what stage and how often USCIS does its own name check.
