I290C vs I290B...??

What is the difference between I290C and I290B. Recently my I140 got denied and my attorney filed an appeal, but even before that the TSC sent the case to Washington DC and I got receipt which has the case type as I290C - Certified Appeal, Motion to reopen or Reconsider.

How is this different from the appeal process and I290B cases discussed in this forum

The LUD on my I290C has been changing in the last couple of days. Does that mean I will be knowing something soon. Also what is the difference between I290C and I290B. My attorney also mentioned that TSC itself forwarded the case to Appeals office, even before we applied for appeal. Does that mean my case will not take the ususal 18 to 24 months or it is all the same
