I290B appealed after H1B denial.

First of all I want say, no one on this planet should not get this problem. I will pray from my heart ! My PP H1B got denied on Apr 13th showing reasons (1) Specialty Worker (2). PO from client not up to date (3) LCA and W2 wages mis-matched. We gathered all docs to support my case sent to CSC on May 6th. My employer told me that, since our H1B case is premium process, I290B also falls under PP and get decision in 15 calender days. But, those 15 days already gone and no decision yet. I am really in the frustration with situation. Please help me,

As I290B cases automatically falls under PP since original H1B was PP ?
What are my changes to get approval for my case ?
Is California Service Center is tough center ?
Can my employer file another H1B extension ?
Can my family can travel to India during this situation ? There is an emergency travel to India ?

Please help me and give me little relief, really struggling with the situation.

On May 6, 2010, we received this I290B NOTICE OF APPEAL TO THE COMMISSIONER, and mailed you a notice describing how we will process your case. Please follow any instructions on this notice. You will be notified by mail when a decision is made, or if the office needs something from you. If you move while this case is pending, please use our Change of Address online tool to update your case with your new address or contact our customer service center at 1-800-375-5283.
