i finally got my I14/485 approved on Jan 13, 2005. It was a long wait and I was very stressed out because of the uncertainties of my job. I worked on having CIS to answer if AC21 applies to concurrent cases that have been pending for 6 months. I did not have much success after about four months effort. I stopped actively mail/email/fax to senators/congresswomen and CIS around early Dec 2004.
Please pay attention to the FOIA part because that's why my case got delayed. I think my second inquiry to I485 had triggered the process of both my overdue I140 and I485.
Here is the detail of my case:

first AP: filed in Mar 2004 and approved in Apr 2004
first EAD: filed in Aug 2004 and approved in Oct 2004
FOIA filed in Sept 2004, still pending until now
first I140 inquiry by lawyer: Dec 5, 2004
lawyer's response: My I140 case was held in FOIA department so it cannot be ajudicated
first I485 inquiry: Dec 18, 2004
cancel FOIA: Jan 11, 2005
second I485 inquiry: Jan 10, 2005
LUD changed: Jan 11, Jan 12, 2005
