I140 - 3 year extensions for H1

Is there a certain number of days that you have to wait before you can file for a 3 year extension (already in the 7th year extension) on you H1, or can you do it right away?

I think u can only file during the last 6 months of the current H1-B validity.
Say H1-B expires in Feb'2007 (7th year), so you would file in Aug'06 for 3 year extension.
