I131 Lost and Reapply at Local Office

My I131 at the Texas office was approved three months ago..However it was lost...I reapplied two months ago but I need to travel right now...

Can I go to the local office and apply for a new I131 since it only takes 7 days at the local office...

My 485 is pending at Texas office and I have gotten my EAD card.
