I130---Request for Additional Evidence for my father

"As evidence you submitted a sworn affidavit attesting to the petitioner's/beneficiary's date of birth and parentage. However, this document is not sufficient evidence because you have not established that primary evidence (civilly registered or recorded birth certificat) is not available" To establish the claimed relationship, please comply with the instructions below:
"

I did not have birth certificat but I submitted a "Birth Certificate Non-availability" signed by the local authority and 3 affidavits.

What else they need? I simply could not understand.
In this case how do I establish the relationship that he is my father....confused

The Non-Availability certificate was enough. Maybe it is a mistake on USCIS part? You should try an infopass and show all docs you submitted and see what the officer has to say.
 
Wait.. is the non-availability certificate on a standard govt-issued format or was it an affidavit signed on plain paper? It makes a difference as there is a standard format available for the non-availability birth certificate and that is what USCIS looks for.

I am not sure of your case but maybe they are requesting evidence of a bona fide parent child relationship between you and your father, ecspecially if you parents were not married before you turned 18. If that is what they are looking for I suggest you you mother write a letter stating that you did have a bonafide relationship and provide examples or even you can submit a similar letter. My friend had to do that to show a bona fide relationship between her father and herself. In her letter she included that her father supported her montarily over the years and that she visited hi regularly on trips ( they liived in seperate countries), and that they communicated regularly via phone and letters. I hope this helps
 
Isn't there somewhere on the I130 form that states if a birt certificate is not available then you can submit other documents like, school records or baptism certicates etc
