Brothers and sisters of USC fall under FB4 category and as per the visa bulletin, cases from 1983 (philippines), 1991(Mexico), 1993(India), 1994(China and rest of the world) are being processed. So i guess it would take ~7-18 years (Depends on the country he is from.) for your friend's PD to be current and only then can he apply for AOS and take benefit of EAD and AP.
