I129 misplaced by employer. Stamping planned!!

I scheduled appointment at Ottawa end of this month for H1B renewal. My employer says that I129 was misplaced. Please can any one advise if that document is important.

Also do they ask I129 at the consulate window. My education was in India. will that be a problem?
