I had my first FP on Mar 14, 2002. My RFE was generated on June 13, 2003. So my case was assigned to an officer before the FP expiry which would have been June 14, 2003. BCIS received the RFE documents on July 9, 2003. Is it that the 2nd FP is generated and is sitting at the local Atlanta or Texas Service center to be sent to me because of their huge backlogs. I am saying this because the 1st FP has an address of the TSC. Or is it that the officer has not yet re-opened my case? Will it help if I visit the local Atlanta main office to enquire about my status?

I think that unless your case has been transferred to a local office, they will not know anything about it!

The FP notice is generated by a central authority (I think), that asks you to go to a local office and get it done.
 
FP notice is sent from service center not local office. Your RFE has to be opened first, then second FP will be sent, then you can expect approval in 1.5 months. However, I have seen many cases
got RFE again or Transfer after RFE received. It's highly possible RFE becomes Transfer. You never know. Esp if you move to a different service center area.
