It looks like VSC is processing August RDs along with July RDs in parallel as per my attorney. As per him they are doing this to "look good" in terms of processing times, since there are so many July filings that it will take them ~2 months more to complete them.
This is typical INS style wierd logic (which is why it must be true!) ---> if too many applications in July ---> assign less importance to them ---> proceed to August apps to bump up the processing time dates so that they can say "we are processing August RDs now".
