i think INS assigns RD as PD when all EB categories are current

what do you guys think?
they will most likely process our cases based on PD which they define as RD
you can see it even on FP notice

If PD and RD are same, how does it matter if they process by PD or by RD...

I think they use your RD as PD only because with so many visa numbers being available INS probably thinks that all cases pending at this time will be adjudicated before the dates retrogress(Not before Oct 2002). PD is only relevant when there is a chance of your dates retrogressing in which case your case is moved to a "hold shelf". Very remote chance of that happening with currently pending cases. Maybe I don\'t understand your question.

h1-to-gc, that is true, but, if you look at recent FP notices....

I think they put your RD down as the PD. It may have also happened on AOS, EAD and AP receipts. Jony seems to think that because they used RD as PD, they may also process cases by PD. My point was, if they consider RD and PD as the same date because every EB category will remain current for the conceivable future, then it does not matter. Six of one and half a dozen of the other.

No Title

i meant PD only for processing purposes(not the ACTUAL PD) is assigned as RD.
in other words, they process on first come first serve basis.
