I got my I-140 approved.The next step is to fill Package 3.Do i have to fill it as soon as I receive it?The problem is that I did'nt get my Visa screen certificate as yet.

What is the "Package 3"? Have you passed the English proficiency test (Toefl or IELTS)? Need more story...
