Okey, Now I have the RFE letter! basically they said we need more letters from "independent" people!!!!!!!! I had 12 letters 8 of them were from government agencies such as USDA, FDA, and EPA and from very wellknown senior scientists! Only 3 of them were people who I woked with before!!! I really dont know what else I should provide?!?!? any suggestion, pleaaaaase advise! Moreover, they asked for number of citations for my publications! my publications are all even recent (within last few months) or in press!!! it will take you years to get citation on your publication!! I have freinds who got accepted with 6 letters and 3 in-press publications!!!! how come they want these from me?!??!?!:( its really frustrating! I have the feeling that they basically will reject my application at the end even if i give them further proof!!! pleaaaase advise

I feel its minor RFE!
They just want more independent letters.
You need to reanalyse your independent letters again
ask yoruself
1.Are these witness qualified enough?
2.were they unique (not repetative)?
3.Are they explaining themselves and urself well wrt NIW
4.Did you submitted their resume with the letters.
5.were they detailed enough in the cover letters.
Don't worry about citations? they are just one ways to establish impact ...do you have reprint request Emails or cards........use them....
more later.............

suggestions garemani!
If they have asked about citations
you need to explain following facts thru independent letters
1. concept of citations.....(like how they will appear .....later)....impact factors of journals in which your papers appeared (explain thru letters from journals editors about the impact of articles published in those journals, circulations etc etc)
2. Try covering up citation story by other means such as... (1) publication records; (2) the novelty of research and patents on research discoveries; (4) objective recognition;

And remember you are not loser till you quit trying!!!!you will do fine........ get as many independent letters as possible....

this is what they said in their letter:

...please submit letters from independent ressearcher
> who will go into detail about how they have relied
> upon and have been influenced by your research, skills
> or contributions to the field. The independent
> witnesses will, also, be able to attest to the
> influence of the beneficiary you have had on the field
> and how you had a record of being noticed by others in
> the field. Merely stating your potential of your
> research, skills or contributions or that these have
> contributed to the overall knowledge of the field is
> not adequate. Please have the independent witnesses go
> into depth about your research skills or
> contributions, how they are qualified to make the
> judgment, how they have gaind knowlege of your
> expertise, and how you stand apart from other in the
> field...please do have the independent witnesses go
> into detail about your publications, presentation
> skills or contributions and how those have influenced
> the field....

just a query !! did your X witnesses didn't mention all that the way they asked.???...I sense that this RFE is about third prong rather than just asking for independent witness.....to write not anything but they want explainantion ..."how you stand apart from other in the field...for doing NI of NIW"..............

Yes! the query is about the 3rd prond and Yes again!!! they did explain it in their letters. But I guess the officer was nuts!

highlight on the national importance of your work

try to use the guidelines for the preparation of a reference letter:

a. Describe how they know you. very critical, emphasize their independence from you.

b. They should state your credentials. They should discuss the importance of your memberships, awards received, prestige of editorial or jury review for article acceptance if articles are published, and any peer reviews that know of. They should pick out one or two items form your background and stress why it indicates your role anmd national importance.

The author should state your contributions to the field clearly. The author should give an opinion about whether you are exceptional or outstanding, and give a description of the significance of your work to the field. The letter should state your role in various projects : you the principal investigator/team leader in a collaborative effort?
it is absolutely critical that the author emphasize what is different, unusual, and extraordinary or outstanding about you as compared to others in the field with similar credentials, publications, reviews, etc. You must some how stand out from all the others.
State the basis for the opinion – upon what does the author rely? Put your contributions in context to accomplishments or trends in the field.

Provide a summary or conclusion about why the status should be granted.
avoid expert opinions or letters of recommendation that merely find your work to be “excellent,” “promising,” “with great potential,” or “likely to be successful.” These subjective descriptions will not rise to the level of “extraordinary” or “outstanding.”
