I just got a strange Notice of Action? Please advice!

My I-140 was approved last July. I just got a Notice of Action for my 1-140 stating "This is to advise you that we have received the above application of petition back from the Dept of State, along with their request that it be reviewed. We will notify you of any action we take on this case". Is this a new step of background checks?

My attorney got the original and I got a courtesy notice

The automated message for my I-485 still says Processing resumed...
