If the USC is a full-time student then does she still has to make enough money to be able to be over poverty line even though she had been getting fedral aid throughout and living on it, in order to sponsor.

Not true. For I -130 process you file I 864 and you can use a joint sponsor if you do not make more than 125% of Poverty line. If you have any assets that would help too.
