First and best option is get one from your Municipality of Birth
If that is not possible you need to get a "Non Availability" Certificate from the same municipal/city office. Some places Registrar of Birth and Death gives such certificate.
The Non Availability certificate along with affidavits from your parents/family elders can be used in leu of you BC
