I Don\'t Understand This !!!!

I am working under VSC, my company\'s office is under NSC, Lawyer have sent an i140 application to NSC and have recieved LIN reciept number.

Last time he did the same thing(for h1) and NSC forwarded the application to VSC, VSC issued RFE(for degree evaluation) and later approved the case, when VSC approved the case, I still have LIN number on my H1 approval notice and VSC address in the bottom.

My question is, with above thing in mind who is processing the application NSC or VSC ? IF I got LIN number on the h1 approval notice, why there is VSC address on it.
 
It sounds as if your LC was applied for the corporate headquarters

but your H-1 was applied for using the work location (that\'s the way it should be). My guess is that the I-140 was properly filed but there\'s no way to say for sure without seeing the LC..
