I do not understand why is the NCS not working on the I-130 IR. I was told by a rep at NCS that the process is on hold since 10-15. But she said she does not know why. They are still showing 5-16-02, my app date is 09-16-02. I need my parents here by 08-15-03. Does anyone know if this "hold up" of few month is normal? What time am I looking at here? The way they process things it may take up to a year! Please compare experience at NCS. Should I just go there and file at the Consulate? What will happen to my I-130 at NCS? My dad said that at the Consulate it takes only 40 days. Please share your experience.

Send an email to the US consulate in your home country and ask them for the process.

You can file at the consulate only if you are living in that country as an expat USC. US Consulate in Bombay will advise you to file at your local INS office. Since you are lokking at the 8-015-2003 deadline, I believe that you should be fine.
Please read and follow Osaeed''s post and see how he was able to "nudge" the NVC after approval to expedite his case.
The key is that you should follow up at each step and do not assume they will rush till you put their feet under fire.
