I have a friend who is a (high school) foreign exchanged student this year, studying in the United States. He is from China. He just discovered today that he does not have his I-94 form. His flight to return to China is June 1st (today is April 22). He can apply for a replacement with the I-102 form at the USCIS website, but we have read that costs $330 and can take three months (or longer). I understand he will probably not need the form to leave to return to China, but he is planning on coming back in about 5 months for school here.
What should he do? We've tried calling the USCIS but it seems very difficult to get someone to talk to.
