I-94 and re-enter to US

Hello all,
I have a leagl status in US and valid I-94. I am going to Canada for vacation and I cannot book an appintment in toronto embassy because it always says "there is no appintment available in Toronto"
I have found on state.travel.gov something about that I can re-enter to USA with valid I-94 even if my L1-B visa stamp is expired.

Does somebody know something about this? Is this true?
