You are not alone. Our cases are also transferred to CA service center.
I applied for i-90 online on June 17, paid $70 bio fee. In the following week, I mailed the supporting documents to MSC that explained why the GC had administrative error.
Five weeks later, I received notification for Bio Code #3 appointment on Spet 28.
Then, some weeks later, I received a mail package from MSC. It had all the supporting documents I sent to MSC. It said I need to take these documents to local ASC at the time of my bio appointment.
I callled customer service about the fee refund. I was told, because my case is already in the process, I need to wait for the result. If it is the error from USCIS, I can then write a letter to request refund.
On Sept 28, I went to San Jose ASC for bio code #3. I had to explain three times to three different officers why I came here, why the GC had an error, blah, blah... Each of these officers took my GC inside, came back a few minutes later, allowed me to proceed to next step (giving me number(s), moving me to inside waiting area, etc.) The officer (the 4th one) who took my wife's bio was very nice. He told my wife that the computer had the right date of her GC, 2004. He even printed out a page of his computer screen and gave it to my wife. It showed "DOE:06042004". I do not know what DOE means. But 0604 is her GC's issue date, 2004 is one year back from 2005. I guess!
The officer took my bio said the same thing. He said I do not really need to have GC replaced, just keep the card and file citizenship accordingly. The computer will tell the right GC date.
Both officers who took our bio code #3's (different persons and separately) told us we would receive new GC soon (or very soon).
I asked a few times for the supporting documents, no officers wanted to take them. I even showed them the letter that clearly said "take documents to local ASC at bio appointment". No help.
This monday, we got the mail saying our cases are transferred to CA SC.
I think our cases are out of synch in USCIS system due to the recent changes of I-90 procedures and regulation. The cases might get rejected due to the failure of submitting supporting documents when bio was taken. If that result, we probably can not claim $70 bio fee back. That will be all damage. We can still re-file i-90 based on the new regulation. Or, just forget about the date on our GC. The computer has it right anyway.
The print-out sheet has some three-letter words. Can somebody here explain their meaning?
FCO = ?
PFCO = ?
POE = (port of entry?)
COA = Code of Admission
DFO = (it seems related to the filing date of our asylum)
DOE = (06042004, GC backdated date?! what E means?)
FTC = (08112005, seems related to the current i-90 case)
