I-864A Birth Certificate Question

Hi there. I've been trying to get my husband over on a marriage visa, and we are just about there. He has passed his interview, but we hit a snag. When I sent out the I-864A (Contract Between Sponsor and Household Member), I neglected to include my mother's birth certificate. After my husband's interview at the US embassy in London they told him he would need to send them a copy of her birth certificate. My question is: Is a photocopy of the original going to count, or do I need to mail him a certified copy of her birth certificate?
The photocopy appears to be made up of two documents: A "Certificate of Birth Registration" and "Certification of Birth" It has both her father and mothers full name, is signed by the local registrar and the registrar of vital statistics, but it lacks a seal.

I assume your mother is the person who signed the I-864A, and she is a US citizen.

Her birth certificate isn't actually required. What is really required is proof that she is a US citizen. They'll often ask for the birth certificate because that's what most Americans use to prove their citizenship, but in reality the proof of her US citizenship can be in the form of an unexpired US passport, or naturalization certificate if she's a naturalized citizen, or some other citizenship document such as a Consular Report of Birth Abroad. If she sends a non-US birth certificate it won't be accepted.

If her name is not the same as what is on the citizenship document she sends, it will also be necessary to send her marriage certificate or name change court order as evidence of the name change.

You'll also have to send your own birth certificate if you haven't already sent it, in order to prove that she's your mother.

Yes I know that they will accept other documents. I asked about the birth certificate specifically, because that is the only thing she has. She was born in the US, so has no naturalization certificate, nor has she ever seen a reason to get a passport, so the only thing she has is a birth certificate. They already have everything else they need, my birth certificate included. The only thing I want to know is if photocopied birth certificates are accepted for the I-864A, or if it has to be a certified copy. Thanks all the same.
