Your USC husband will be your primary sponsor (even if you are using a joint sponsor to make up the income levels/assets)...so yes, he needs to fill out an I-864.
I think it is required for him to sign it in order to sponsor you, so unless he signs it, your application won't be approved! Why doesn't he wanna sign it?
But you can't get the GC unless you have a sponsor so you will have to let him know that he has to sponsor you otherwise your application will be denied
