Good afternoon everyone.

Here is little my info.

I was working in other country about 8 years and I didn't file any income tax report because I heard I do not need to report if income does not exceed $80,000.
I am unemployed for a year now.
I have a sister(citizen) and mother(green card) living in Stats and they will sponsor my wife if needed.

I'm planning to go back to US as soon as my wife's VISA is ready.
Couple days ago we submitted I-130 and we are waiting for the reply.
For I-845 I think I am not qualified to be sponsor for my wife since I am unemployed at the moment.
Am I be still primary sponsor for my wife even if I have 0 income ?
Is it going to be okay if I didn't file any tax report for 8 years ?
If my sister is going to sponsor my wife, do I still need to fill out I-845 or both of us?

Thank you very much in advance.

As the petitioner, you must be a sponsor. You always need to fill out an I-864. Since your income is not enough, you need to find a joint sponsor, who also fills out an I-864.

No, it is not okay that you didn't file taxes. You are violating tax law.

You heard wrong. Although you don't need to PAY taxes if you're living abroad and your entire income qualifies to be exempted with form 2555 (now about $97000), you still need to file taxes and report your worldwide income, then use the exemption to eliminate your US taxation. You're not allowed to simply not file taxes, unless your income is below the threshold for being required to file (about $9000).
