My wife's green card has expired but we have received form i-797 stating that our case is being processed to remove conditional status....now can my wife travel outside the US to another country with this letter in hand?

Not sure if you can do that. I think you still need a re-entry permit. Read here:
http://uscis.gov/graphics/services/Emergency/index.htm#Reentry

But call USCIS service number to make sure:
1 (800) 375-5283

Patty,

If you don't know the answer and are not sure, then don't go misleading people.

To the OP,

On the I-797, they should mention something that indicates the receipt acts as an extension of the green card for one year, awaiting the decision on your petition to remove conditions. If it does so, then you should be fine. Just carry it along side the GC as a proof of the extension.

I surely didn't mean to mislead him.
The OP hasn't got an answer for a while, so I was trying to find something where he could do some further reading, while indicating that I didn't know either. I'm truly sorry if that caused any inconvenience.

Absolutely! They know. I went to Costa Rica last year with a stamp, nobody said anything.
