I filed I-130 petition for my brother and sister, both receipts dated June 11, 2007. I checked the box No for question 13 on both applications. 1 of the notices say, "The above petition has been approved. We have sent the original visa petition to the Department of State National Visa Center". However, the other notice say, The above petition has been approved. The petition indicates that the person for whom you are petitioning is the United States...." Then it goes on to say that I have to file I-824 if the person decides to apply from outside the United States.

My question is, why is 1 of the notices say that? I clearly marked No for question 13 for both. What is my option now? Was it an error? If it was an error on the USCIS part, how do I get it corrected? Or filing an I-824 with $405 is my only option?
