I think I730 does not require a filing fee for asylee/refugees; (like the first EAD is free) and thats what this is refering to.

"your request for a waiver of the filing fee has been granted". Each case is different, but in many situations individuals who are low income and are not able to pay the filing fee for an application do file a waiver, so that they don't have pay the fee. I have seen many individuals who applied for that waiver, and the response they recieved from the USCIS was the same as the one you just mention though in letter format.

If you applied for the fee waiver, then it is approved and you don't have to pay the filing fee of the application you file. If you didn't apply for fee waiver, I don't know what it means...
 
The I-730 is free for everybody. There is no fee for this application. So there is no waiver that one can apply for.

My guess is this is the automatic message from the computer system because they programmed the computer this way so that the computer can accept cases without a check payment.

Nothing to worry about.
