I-797 for my brother

I am a USC and have an application pending for my brother to get his GC.
The application was send on July 26, 2004 and it would take atleast another 9 years before his application is processed. I do have the I-797 Notice of Action sent by INS.
Now, the question - my brother has got L1 papers sent to him by the sponsoring company. One of the questions on the forms is

Has anyone ever petitioned for an immigrant Visa on your behalf and if so when?

What should be entered as a reply to this question and what are the pros and cons of saying "Yes".

Just be truthful, the answer is obviously yes, and if you answer no - that is considered lying, and could / will come back to haunt him one day in the event he wants to apply for USC, who knows, they may do a cross check and find out that he has a pending application and deny the L1 visa, or if they find out that he lied on the form when he is in the US, then they deport him and deny him visa all together.

Bottom line, there is no harm in telling the truth.
