I-765 Denied

Hello my brother applied for I 485 last month, he concurently sent a I485 and a I 765 employment authorization. He just found out through email that his employment authorization request has been denied. His biometric related to permanent resident is scheduled for in october 20. Did anyone encounter this kind of situation before where a I 765 is denier and the I485 still pending?

may be his I485 is already approved(pending biometrics for card production) so they fetl he doesn't need EAD(i765). just my $.02
