My friend sent his I-751 package for removing the conditions in November. He wants to travel overseas for work this March. Can he do so with just a notice of action or will he need to get his passport stamped?

I-751 NOA (receipt) used to extend validity of your expired GC for a year.
So traveling with passport, expired GC, and I-751 NOA would be enough.
However, lately USCIS changed some procedures. I'm not quite sure since I still have 19 months to go before filing the I-751, but I believe now they make the applicant surrender the expired GC when applying (or shortly after).
In this case, your friend will have to schedule an infopass and get his passport stamped before traveling.
