I-694 Appeal 30 Days Deadline

I received from USCIS notice of decision to deny my application for status as temporary resident I-687 (css/lulac) pursuant to certain settlement agreement.
The decision date was on 11-29-2007 and they mail the letter on 11-30-2007. They telling me I entitled to appeal this decision by filing Form I-694, to the Administrative Appeals Office with the required fee. The appeal must be filed within 30 days from the date of this notice, if no appeal is filed within the time allowed, this decision is final.


I have few questions concerning filing Form I-694, Notice of Appeal of Decision Under Section 210 or 245A.
Q1 - From what I understand they must received my appeal form I-694 with fee of $545.00 within 30 days form the date of the notice, that means by 12-29-2007 must be received not mailed? Is this correct?

Q2- My written brief or statement is attached.
I wave the right to submit a written brief or statement.
I will submit a brief within 30 days.

If I just mail form I-694 with fee on 12-26-07 by express mail, it will by receive by USCIS within two day, which is before the 30 days deadline from 11-29-07 when they took the decision on my case.
If I checked I will submit a brief within 30 days. Is this mean I can submit my argument or proved any additional evidence by 01-26-2008? Is this correct?
