I-601 Application for waiver of gound of Excludability - help needed

Hi,
INS asked us to fill the I601 form after stamping our passport with I-551 for medical reasons.

Please advise me if you know any information about this I-601?

I-601 is for applting for waviers if there any criminal convictions, medical problems ? I think that is filed asking immigration to waive the problem. Without approving the I-601, I-485 cannot be approved.
