I-551 Stamp and Welcoming letter Question

hey guys,
I just got my welcoming letter for USCIS. Does this letter prove that I am approved for my GC? If so, can I bring this letter to INFOPASS and get an I-551 stamp??

YES But..

these days they may refuse you an I-551 stamp unless you can prove you need it.. A friend of mine got GC a week ago and is going to India. He got Infopass and showed the Tickets to India and got a stamp.

You get card in 5-10 days after welcome notice anyways. My wife got card one day after she got the welcome notice.
 
Thanks for the advise, if I don't have my GC by the end of this week, I'll go down to try to get my passport stamped
 
I need to start to apply for a visa from China and I need my green card to apply. A visa usually takes about 2 weeks and I have to leave for a business trip early next year
