I-551 stamp and Plastic card question

Hello,

Can we switch jobs even with a I-551 stamp in our passport? Is
that taken in lieu of the Green Card that we get? What I mean
is that can my I-9 verification be done with the I-551 stamp?

With an I-551 stamp, can I now say that I am on green card even
though the actual plastic card has not arrived?

You say you are permanent resident.
Whether you have passport or not, you are still citizen of your origin country, right?
